Places I Imagine I or A Colleague May Want To Work in Early Childhood
1.  PAKEY STARS Technical Support Assistant
          One of the places I imagine I would like to work in early childhood in the city could be a PAKEYS STARS Technical Support Assistant. A technical assistance support person conducts an intensive, one-on-one service to early learning and school-age facilities to help it facility achieve specific Keystone STARS quality performance standards and movement within the STAR levels.


It is administered through five Regional Keys in partnership with consultants who have the knowledge, skills, and experience necessary to guide programs in the Keystone STARS content areas of Staff Qualifications and Professional Development, Leadership and Management, Early Learning (and School-Age) Program, and Partnerships with Family and Community.


Its goals are to: assist eligible STARS facilities to achieve specific quality performance standards and achievement up to a higher STAR levels using an established action plan. Another goal is to enhance, but not duplicate, the services provided by other parts of the early childhood education system including the STARS management process, professional development, and the initiatives of the Department of Human Services and the Department of Education. Lastly, its final goal is to promote a team approach to addressing the needs of practitioners and programs together with the STARS manager and other partners.


Any certified or registered center, group, and/or home-based provider that is enrolled in Keystone STARS program at STAR 1 or above and have enrolled in or completed the Keystone STARS Core Professional Development Series may request STARS TA services. This position is not available at this time.
2.  PA Key Early Head Start Specialist
This full-time position is available.  You will work with programs primarily in Montgomery, Bucks, Chester and Philadelphia Counties with periodic travel to Harrisburg. The Berks County Intermediate Unit and the PAKey program is seeking an individual with experience in Head Start and Infant/Toddler programming providing technical assistance, coaching and monitoring to infant/toddler programs in a variety of early learning settings primarily in the Southeastern region of the state.  Strong leadership, communication, and collaboration skills are also necessary.   Master’s degree in early education, child development, special education or social work is preferred. Duties:  The Community Action Partnership of Lancaster County (CAP) is seeking a Director for the Head Start program. The successful candidate will exhibit, model and communicate, the qualities of transformational leadership to all stakeholders within Head Start and CAP. In addition to delegating authority and responsibility to ensure effective and accountable program management, he/she will need to motivate and communicate with staff through regular staff and individual supervisory meetings.  He/she will provide clear communication about program goals, policies, performance expectations through staff development, written communication and other methods as needed. The candidate possesses the ability to interpret and implement Federal guidelines, as they apply to Head Start, as well as, ensuring full compliance with all relevant guidelines regarding parent involvement. He/she will oversee the training and development of the Policy Council to insure maximum feasible participation by parents. This exempt opportunity requires a valid driver’s license, access to a vehicle and the ability to travel throughout Lancaster County.


Qualifications:
  • Master’s Degree in Education or closely related field, required
  • Minimum of two years administrative and supervisory experience
  • Minimum of three years working with preschool children and families, preferably in a Head Start program
  • Ability to administer a complex program that requires supervisory management of people, materials, and money
  • Ability to gather and analyze data and make concise, accurate oral and written reports and recommendations to effectively supervise professional staff, and to accept supervision
  • Ability to maintain effective working relationships with management, other CAP departments, subordinate managers and members of the Head Start Policy Council
  • Ability to speak, hear and understand spoken English sufficiently to process directions and follow directions
  • Exceptional interpersonal, verbal and written communication skills; including experience training employees
  • Ability to read and interpret documents such as performance standards, information memoranda and program guidance
  • Proven experience generating reports and writing correspondence
  • Ability to maintain a high level standard of confidentiality and discretion
  • Respect and sensitivity toward cultural differences
  • Ability to take initiative, use consultative skills and build strong, productive relationships
  • Self-motivated with keen attention to detail, deadlines, and efficient record keeping
  • Proficient in Microsoft Office Suite Applications
